RDR Professional Qualifications
The QCF level 4 requirement will apply to both Independent and Restricted advisers. The PS 1/11 published in January 2011 includes a table showing the new and legacy qualifications that have been confirmed at QCF Level 4. If you hold a confirmed legacy qualification as per the table you will only need to complete top up CPD to be deemed RDR compliant.
Don't wait
The FSA have encouraged existing advisers to take a current QCA level 4 qualification as soon as possible as any gaps between this and the new qualification will be able to be filled with CPD. This has to be formal and accredited.
New QCF Level 4 qualifications have been available from October 2010. The core subjects will be Financial services, regulation and ethics, Personal taxation, Investment and risk. The standards for the core subjects have been agreed. Click on the core subject titles to access the agreed standards. All advisers will also have to take an applicable planning module. The FSA expect to publish the final standards in March 2010.
The FSA have reiterated there will be no grandfathering however they are considering the "Experience counts" alternative QCF level 4 qualification assessment option. This has a more practical bias similar to the NVQ or modern apprenticeship. However this is not to be seen as the easy option as the alternative assessments must meet the following criteria.
- All parts must be assessed at QCF Level 4
- The content must meet the FSSC exam standards (current or new)
- The award (qualification) must be made by a recognised awarding body such as OfQual or QAA
- The assessment methodology must satisfy the requirements of the qualifications regulator (OfQual mfor vocational qualifications and QAA for academic qualifications) and must be robust, including rigorously high standards of anti-plagiarism monitoring by the awarding bodies
